SHFC unveils new Citizen’s Charter to improve service delivery, align with 4PH program

On April 15, SHFC unveiled its newly approved Citizenโs Charter, which supersedes a version released in 2020 during the pandemic. The ceremony, led by SHFC President and CEO Federico Laxa, was held at the SHFC Head Office in Makati City.
As a key shelter agency mandated to provide solutions through social housing programs, SHFC has updated its Citizenโs Charter to align with the national government’s Pambansang Pabahay para sa Pilipino Housing (4PH) program, steered by the Department of Human Settlements and Urban Development under Secretary Jose Rizalino Acuzar.
President Laxa stated that with the improvement of the Citizen’s Charter, SHFC reaffirms its commitment to upholding the highest standards of public service, enforced by the Anti-Red Tape Act of 2007 and the Ease of Doing Business and Efficient Government Service Delivery Act of 2018. The 2023 edition introduces key improvements to standardize processes, procedures, requirements, and rationalize the processing time for each service rendered. Currently, SHFC has established branches across Mega Manila, Luzon, Visayas, and Mindanao.
Furthermore, the agency pledges to uphold the core values of Servant Leadership, Professionalism, Accountability, Integrity, Excellence, and Gender Fairness. The latter has been added to support and enhance the promotion of the Magna Carta of Women, highlighting the organization’s stance against prevalent discrimination and violence towards women and children.

In the same ceremony, SHFC Executive Vice President Atty. Junefe Payot, head of the Alyansa ng mga Lalaking Ayaw sa Karahasan (Men Opposed to Violence Everywhere or MOVE-SHFC Chapter), and Vice President for Program Development and Enhancement Group Atty. Maria Rosalie Richa Taguian, the concurrent Gender Focal Point System Executive Chairperson, reiterated the agency’s steadfast commitment to gender empowerment in the workplace and in communities where SHFC operates following a new GAD roadmap outlined in the approved GAD vision and mission.
Particularly, SHFC’s GAD Agenda, including the Strategic Framework and Plan, adopts a holistic approach to gender equality. President Laxa declared that SHFC leaders and employees, as active advocates for gender empowerment, must sustain efforts to combat gender discrimination in the workplace.
Last year, SHFC’s dedication to gender equality was recognized with the GADTimpala Silver Award for Outstanding Gender-Responsive Agency from the Philippine Commission on Women.
Other senior officers in attendance were Senior Vice President Atty. Leo Deocampo, Board Secretary and Compliance Officer Atty. Karoline Abello-Tordecilla and Mega Manila Group OIC-Vice President Engr. Elsa Juliana Calimlim.
