SHFC, Pag-IBIG Compare Notes on Housing Programs; CMP Guidelines Review in Progress

The senior management of the Social Housing Finance Corporation (SHFC), led by President and CEO Federico Laxa, met with representatives from the Home Development Mutual Fund (Pag-IBIG Fund) earlier at the agency’s head office in Makati as part of the ongoing review of the Community Mortgage Program (CMP) framework.

This initiative supports the directive of Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Ramon Aliling to incorporate all housing modalities under President Ferdinand Marcos, Jr.’s pro-poor expanded Pambansang Pabahay para sa Pilipino (4PH) Program to accelerate nationwide housing delivery.

In line with this, Secretary Aliling has called for the creation of a technical working group, spearheaded by SHFC President Laxa, tasked with thoroughly reviewing the existing CMP guidelines, policies, and regulations.

During the meeting, Pag-IBIG Fund’s Acting Division Chief III for Research and Product Development Karla Maye Calope and Research Specialist Carmina Macasadia presented the Group Land Acquisition and Development (GLAD) Program. This initiative offers financial assistance to organized groups of formally employed individuals for the acquisition and development of land intended for housing.

President Laxa reaffirmed SHFC’s commitment to continuous improvement and responsiveness in the delivery of housing services. “We want to make the CMP more adaptive and responsive to the needs of our communities, especially the underprivileged Filipinos who need decent and affordable housing,” he said.

Joining President Laxa in the meeting were SHFC Executive Vice President Atty. Junefe Payot; Support Cluster Senior Vice President Atty. Leo Deocampo; Resettlement Services Vice President Bob Flores; Metro Manila Group Vice President Engr. Elsa Juliana Calimlim; and Legal Affairs Vice President Atty. Melanie Valenciano, who provided valuable insights to ensure that the revised CMP framework remains inclusive, operationally effective, and legally sound.

Accounts Management Cluster Senior Vice President Josefina Banglagan, on the other hand, gave updates on collection performance and discussed prevailing issues and challenges related to the CMP, which are key considerations in improving program sustainability.

A study on housing affordability in the Philippines, presented by Corporate Planning and Communications Vice President Florencio Carandang, Jr., also served as a crucial input to the discussion, providing data-driven insights that help guide future enhancement to the program.
