SHFC Finalizes Key Reforms to CMP

Following a series of deliberations, the Social Housing Finance Corporation (SHFC), under the leadership of President and CEO Federico Laxa, finalized the review and enhancement of the Community Mortgage Program (CMP) framework on Thursday at the agency’s head office in Makati.
This initiative was conducted in collaboration with the Technical Working Group (TWG), created under the directive of Department of Human Settlements and Urban Development Secretary Jose Ramon Aliling to integrate all housing modalities under the expanded Pambansang Pabahay para sa Pilipino (4PH) Program—the flagship initiative of President Ferdinand Marcos, Jr.
Laxa, who heads the TWG, underscored the importance of implementing reforms to streamline CMP processes, in line with the thrust of the administration to make inclusive housing programs more accessible to the public, especially the poor.
During the session, Executive Vice President Atty. Junefe Payot presented the consolidated key points and agreements from the five previous meetings. These refinements, which will be submitted to Secretary Aliling, are intended to simplify the CMP guidelines and address critical operational bottlenecks.
Most importantly, the proposed reforms aim to make the CMP more accessible, efficient, and responsive to the needs of the poorest Filipino families—ensuring that it remains a viable pathway to secure affordable housing for the underprivileged.
Among the senior officers present during the meeting were Support Cluster Senior Vice President Atty. Leo Deocampo, Account Management Senior Vice President Josefina Banglagan, Mega Manila Vice President Engr. Elsa Juliana Calimlim, Program Development and Enhancement Vice President Atty. Maria Rosalie Richa Taguian, Resettlement Services Vice President Bob Flores, and Central Luzon 4PH Head Prandy Vergara.
The successful conclusion of the CMP review marks a significant milestone for SHFC, reinforcing its role in the implementation of the expanded 4PH.
