SHFC, CDO, and Johndorf Ventures establish ‘Pambansang Pabahay’ partnership

The Social Housing Finance Corporation, the local government of Cagayan de Oro, and Johndorf Ventures Corp. have formally established their partnership by signing a Memorandum of Understanding that will pave the way for the construction of a multistory housing project in the city.
SHFC President and CEO Federico Laxa, CDO City Mayor Rolando “Klarex” Uy, and Johndorf Ventures President and CEO Richard Lim inked the agreement on May 22 at the SHFC Head Office in Makati City. Witnessing the ceremony were SHFC Support Services Senior Vice President Atty. Leo Deocampo, SHFC North Western Mindanao & VizMin 4PH Vice President Engr. Felman Gilbang, and Johndorf Ventures North Mindanao Area Manager Atty. Sanimar Lepornio.
The joint venture aims to accomplish the goals of President Ferdinand Marcos, Jr.’s Pambansang Pabahay Para sa Pilipino Housing (4PH) Program, addressing the country’s housing gap with SHFC serving as a key shelter agency and main implementer.
Situated at the Sitio Pamalihi Relocation Site, Klarexville aims to house over 2,200 families in CDO, supporting the city’s economic, tourist, and social progress. The development will feature low-rise buildings of five stories with various amenities to meet residents’ needs.
Laxa highlighted the development potentials awaiting CDO and emphasized the need for this partnership to “build homes and build lives.” “Almost three decades ago, I saw the potential of Cagayan de Oro and when I visited last year, I saw its progress. I believe that it will continue to grow under the leadership of Mayor Uy,” President Laxa said.
He thanked the city government and Johndorf Ventures for joining SHFC in this initiative. Laxa also acknowledged the support and proactive campaign of the national government and the Department of Human Settlements and Urban Development under Secretary Jose Rizalino Acuzar for the 4PH Program.
“4PH must have a presence in one of the most promising and fast-growing cities in Northern Mindanao,” Laxa said. “Cagayan de Oro has become a highly urbanized area and as a consequence of a growing economy, addressing the growing housing demand can be challenging so we naturally want the program of the President to be a part of the solution and provide for the needs of the city.”
Mayor Uy echoed Laxa’s sentiment, thanking the efforts of all parties involved in serving the people of CDO. He reaffirmed his administration’s commitment to ensuring the success of housing programs for his constituents. “I am very thankful for SHFC’s programs, which have greatly benefited us, the Kagay-anons,” he said.
Lim expressed pride in his company joining SHFC’s growing list of partners in implementing its 4PH projects. “We, developers, have been discussing this housing backlog for so long,” he said. “Little had been done, but now, in just a few days, significant progress has been made through SHFC’s efforts under President Laxa.”
Construction is in full swing for SHFC’s 4PH projects in San Fernando City, Pampanga, Davao City, Tagoloan, Misamis Oriental, Cavite, Tondo and San Miguel districts in Manila, and Puerto Princesa, Palawan. Additionally, there are over 100 projects in the 4PH pipeline, which is projected to yield about 507,000 units.
