SHFC, DOTr break ground on two housing projects in Cavite

The Social Housing Finance Corporation (SHFC) and the Department of Transportation (DOTr) broke ground on two major housing developments—Golden Sunrise and South Savannah—in Barangay Malainen Bago, Naic, Cavite, on Thursday.

The event was led by SHFC President and CEO Federico Laxa, who reaffirmed SHFC’s active role in spearheading the two projects. “As part of a comprehensive inter-agency effort to address the social displacement of affected families, these housing projects are designed to be highly livable, offering essential utilities and convenient access to key facilities and services,” he said.

DOTr Undersecretary Jeremy Regino, Naic Vice Mayor Junio Dualan, and Japan International Cooperation Agency representative Fukui Keisuke expressed their strong support for the initiatives, highlighting their significance in addressing the housing needs of displaced families.

Also in attendance were Presidential Commission for the Urban Poor Chairperson Meynardo Sabili, Department of Human Settlements and Urban Development Undersecretary Garry De Guzman, both of whom delivered keynote speeches emphasizing the government’s commitment to providing accessible and dignified housing.

Representatives from other agencies, including Philippine National Railway General Manager Deovani Miranda, Department of Interior and Local Government ASec Elizabeth Lopez De Leon, and Asian Development Bank Social Safeguards Specialist Teresita Valderrama. SHFC Resettlement Services Vice President Bob Flores and SHFC Corporate Planning and Communications Group Florencio Carandang, Jr. also graced the event.

The Golden Sunrise project spans over seven hectares and will provide homes for more than 2,500 families, while South Savannah, covering six hectares, will accommodate 2,000 families. Both projects will serve as permanent housing for families displaced by the DOTr North-South Commuter Railway Extension Project, ensuring they have safe, stable, and dignified communities to call home.

Located 47 kilometers south of Metro Manila, Naic provides a balance of suburban living with economic opportunities in nearby business districts such as Dasmariñas and General Trias. The town benefits from well-established road networks, including CAVITEX and Tanza-Trece Martires Road, ensuring easy access to Metro Manila and neighboring provinces.

Aside from housing projects in collaboration with the DOTr, SHFC actively implements the Pambansang Pabahay Para sa Pilipino (4PH) Program under the guidance from DHSUD Secretary Jose Rizalino Acuzar. Among its upcoming developments are Crystal Peak Estates in San Fernando City, Pampanga, People’s Ville in Davao City, and Valley View Township in Tagoloan, Misamis Oriental, all set for turnover soon. Meanwhile, another 4PH project in Naic, Parlas, is currently under construction.
