Possible 4PH project discussed for Bataan’s PNOC Industrial Park

The Social Housing Finance Corporation (SHFC) and the Philippine National Oil Company (PNOC) met on May 7 to discuss the potential construction of a new Pambansang Pabahay Para sa Pilipino Housing (4PH) Program project within the PNOC Industrial Park in Bataan province. The talks focused on using a portion of the 300-hectare estate, currently subdivided into grids with significant undeveloped areas.

SHFC President and CEO Federico Laxa met with PNOC President and CEO Oliver Butalid, along with Limay Mayor Nelson David, to spearhead the exploratory discussions. SHFC Executive Vice President Atty. Junefe Payot, PNOC Senior Vice President for Energy Business Atty. Graciela Barleta, and Christopher Leonzon, Head of the Bataan Human Settlements Office, were also present. The meeting is expected to pave the way for future collaboration on the said housing project.

Established by law, the PNOC Industrial Park, which extends from Limay to adjacent Mariveles town, was designated for the development of energy-related infrastructure projects, including liquefied natural gas facilities, power plants, oil storage facilities, and solar power plants. Recently, its originally restrictive use has been expanded to encompass other industries and any ‘gainful’ economic activities related to energy production.

Both SHFC and PNOC are government-owned and controlled corporations (GOCCs) engaged in public service.
