Atty. Emiliano C. Reyes was born and raised at Cabcaben, a barrio of Mariveles, in the province of Bataan on September 11, 1949. He received his elementary education at Cabcaben Elementary School, graduating at the top of his class. He took Pre-law at Colegio de San Juan de Letran and got his Law degree from The University of the East. In 1976, he passed the Bar Examination on his first try.

After becoming a professional lawyer, his first job was at Ford’s Philippine Stamping Plant at the Bataan Export Processing Zone (BEPZ) in Mariveles as the in-house Counsel and Labor Relations Officer and later promoted as the Industrial Relations Manager. After the People Power Revolution, he was elected Vice-mayor of his hometown in Mariveles, Bataan. Finishing his term limit as a Provincial Board Member, he was appointed as PEZA Administrator of the Bataan Economic Zone. He was then requested to manage the Baguio Economic Zone by the PEZA Director General. In 2002, he was asked to be the Provincial Administrator by the Governor of Bataan. From 1987-1990, he was the Administrator of the Crismina Garments Corporation and the current President of the SJ FAB Petron Service Corporation at Mariveles, Bataan since 2011. In 15 June 2017, he was appointed as a Private Sector Representative of Social Housing Finance Corporation up to the present.

As part of his trainings as a Public Servant, he attended the Seminar on Corporate Governance provided for by the Development Academy of the Philippines in August 29 to 30, 2017. He attended the 10th World Urban Forum in Dubai, UAE as part of the delegation of SHFC to the said Forum last 13 February 2020.
